3. application conditions:

to apply for registration of the use of special equipment, the following basic conditions shall be met:

the user of (I) special equipment has a legal identity (natural person shows his ID card, legal person and other organizations show his registration certificate);

(II) special equipment shall be designed, manufactured and installed by the licensed unit, and the safety performance shall meet the requirements of safety technical specifications after supervision and inspection;

the (III) user shall have management personnel, technical personnel and certified special equipment operators suitable for the use of the equipment;

(IV) have the ability to maintain, or have established a contractual relationship with a professional maintenance unit, able to maintain the equipment in a timely manner;

(V) users have established a sound quality management system, various management systems and emergency treatment measures, and can operate effectively;

(VI) users have established equipment safety technical files;

(VII) the user to ensure that the use of special equipment meets the basic requirements of the special equipment safety technical specifications.

5. registration procedures:

special equipment use registration includes application, acceptance, approval, certification and other procedures:

(I) Application

special equipment users fill in the special equipment registration form and registration card (downloaded from the relevant website, in duplicate), apply to the registration authority, and attach the following materials (one copy each):

1. A copy of the user's legal identity certificate;

2. Special equipment factory, installation data, supervision and inspection certificate;

3. Catalogue of relevant rules and regulations;

4. List of certified operators;

5. Other materials required for safety technical specifications.

(II) acceptance

if the registration authority examines the application materials and agrees to accept the application, it shall sign the opinions on the equipment registration form and submit it to the applicant; if it does not agree to accept the application, it shall issue a non-acceptance registration to the applicant.

(III) approval and certification

the registration authority shall, after examination and approval procedures, issue the Registration Certificate for the Use of Special Equipment or other relevant registration certificates and licenses if it meets the conditions; if it does not meet the conditions, it shall issue a decision not to grant the license to the applicant.

Duration of 6:

after receiving the relevant materials for use registration, the (I) registration authority shall examine those that can be examined on the spot, and handle the use registration certificate on the spot if they meet the requirements. If the provisions are not met, a written decision on inadmissibility shall be issued.

The examination and registration of (II) and the handling of registration certificates for use shall generally be completed within 15 working days after acceptance, and those with a large number of registration at one time can be completed within 30 working days.
